On October 7-8, General Manager Qiao Shibo went on a work visit to Hezhou and Fangchenggang for inspection of and research on Hezhou CR Circular Economy Demonstration Zone, where he discussed issues related to cooperation between the two parties and attended the ceremony for the signing of the framework agreement for investment and cooperation between the municipal government of Fangchenggang and CR.

On October 7, Qiao visited Hezhou CR Circular Economy Demonstration Zone and made a field inspection of a subsidiary of CR Breweries and a power plant. Later he attended a forum with the management teams of the power plant, the cement factory and the beer plant in the zone, learning in detail about the operations and other key issues of the three enterprises. Currently, the infrastructure work for Hezhou CR Circular Economy Demonstration Zone has been completed, with the cement factory put into production in May, 2008, two generating units of the power plant put into production in August and November, 2012, and the beer plant put into production on January 27, 2013. Qiao stressed that, with Hezhou CR Circular Economy Demonstration Zone officially put into full operation, it is necessary to make a review of the work on the zone, bringing the best of the internal synergistic value of the value chain and realizing the purpose of the recycling economy.

Zhao Deming, CPC Secretary and Director of the People's Congress of Hezhou City met Qiao and his party at the Administration Center in the Zone. According to Zhao, Hezhou is now on a new golden 10-year stage of development. He hoped that the enterprises and the local government will cooperate to promote Hezhou CR Circular Economy Demonstration Zone into a national circular economy demonstration zone, speed up the implementation of cooperation projects established following the investment cooperation framework agreement between the two parties, constantly consolidate the fruits of cooperation and expand the scope of cooperation.

On October 8, Qiao studied the steel base, the 200,000-ton terminal and urban planning conditions of Fangchenggang, and had a meeting with Liu Zhengdong, CPC Secretary and Director of the People's Congress of Fangchenggang City and Mayor He Chaojian of the city. According to Liu, Fangchenggang, as a core region of Guangxi Beibu Gulf Economic Zone and the bridgehead connecting Guangxi and the ASEAN and with unique advantages in terms of geographic location, port facilities, resources and ecology, enjoys great development potentials, with a number of outstanding opportunities, including the development of the West, the opening-up and development of Beibu Gulf Economic Zone, Dongxing National Key Experiment Zone of Development and Openness and the establishment of China-ASEAN Free Trade Area. Fangchengggang is willing to develop a robust partnership with CR for mutual development opportunities for the construction of an "open special frontier zone”. After the conference, Qiao and Liu attended the signing ceremony for the Investment and Cooperation Framework Agreement between CR and the municipal government of Fangchenggang.

Accompanying Qiao on his visit were heads of the Directors’ Office and local enterprises of CR Power, CR Land, CR Cement, CR Gas, Vanguard and CR Breweries.
